departments and offices as shall be provided by ordinance. The Board shall
determine by ordinance the functions and duties of all departments and offices.
The Board may establish, abolish, merge, or consolidate offices, positions of

Senatobia's new playground will be known as Sycamore Park, after receiving a donation of $40,000 from Sycamore Bank.


Officials from Senatobia Parks and Recreation Committee (SPARC) and Sycamore Bank confirmed the donation at a press conference Wednesday at Sycamore Bank.

SPARC Committee member Penny Hawks Frazier, had the following comments,
"We are delighted that Sycamore Bank has decided that our park should be named Sycamore Park. We have seen an entire community from local government, civic groups, schools and individuals coming together for a common goal, to make Senatobia the best place and in fact best place to raise kids."

Frazier also stated that, "Fund raising is not over! This park covers more than two acres of land and can be filled with park amenities with everyone's continued support."

David Dowdle, CEO and President of Sycamore Bank, stated, "When the proposal for this new park was presented, our board members decided this was an opportunity to give back to the community in a significant and enduring way that will enhance the quality of life for the citizens of this community."

He went on to say, "Sycamore Bank has been a part of this community and has been investing in this community since it first opened its doors over a hundred years ago. We feel that a park such as this will be a legacy for all to enjoy, and we are proud to sponsor it and name it Sycamore Park."

Dowdle added, "We hope to encourage others in the community to do all they can to help make this park reach its full potential."

The donation puts SPARC's total donations to date at $110,850 with a goal of $120,000.

Construction is set to begin April 28, on the park, which will be located at the Senatobia soccer and softball field complex off of Scott Street.

Norman Sheffield addressed the Board with concerns relative to naming the Parks and
memorials. He felt that this was done under a cloak of secrecy, and asked what
ordinances were in place to govern naming parks and memorials within the town. He
further asked why the Park and Recreation Board had no voice in this. Sheffield
said,”You act like there are no standards to naming!” He requested that names be taken
and a board set up for input in renaming the Dixie Park. Later in the meeting, Mr.
Sheffield presented his lap top computer showing gambling information within Selmer’s
recreational website. Mayor Robinson thanked him.

July 12 2011.Selmer City Meeting
Norman Sheffield addressed the Mayor and Board with a request that the proposed park
on the old Dixie Property be named after Abb Chambers due to his donation of the
adjoining lot off Purdy Rd. and for his living and participation in what he called the
original “rockabilly era”. Norman requested notification of the meeting when the decision
to name the park would be made so that he could gather his support for attendance.

Dec 13,2011 Selmer City Meeting.
Selmer Board had no work session for the month of Dec. This was not announced as being on meeting agenda.

Motion by Lloyd Tennyson to officially name the new park on the old Dixie Café
property located at 222 East Court Ave., “DIXIE PARK”. Motion seconded by Paul
Simpson. All five voted yes. Motion carried.

Feb 14.Selmer City Meeting
Norman Sheffield addressed the Board stating that he was a descendent of Fielding Hurst
and asked that the town rename Railroad Street to Purdy Rd.,” Fielding Hurst Drive”.
Mayor Robinson said that consideration would be given to his request, and Norman was
allowed to leave his written documentation about Fielding Hurst for copying.

I was raised in Selmer TN. After School i joined the service,after that pretty much worked construction,I traveled,married, and moved from Selmer. After i made Selmer my home again,all i would ever hear why you want to live in Selmer.There is never going to be anything in Selmer because it it run on the Good =Ole= =Boy= system. I said i do not believe that.I have had a Welding Business and a Used Car Business in Selmer. But after years of seeing Selmer being a economically depress area i sortable got the ideal. I would see people walking along side of the road,nobody would offer to give them a ride. I saw people sit on the side of the road with their vehicle broke down,nobody would stop and help unless it was their family. I see Houses of Worship where you were not welcome,maybe your color,maybe you did not have money in your pocket to giggle,maybe your old vehicle did not look good sitting in front of the house. Finally i saw what was meant by Good Ole Boys and Good Ole Boys System. The Good Ole Boy system is to divert liberty and due process from hard working people, with people that believe you owe them something. That system has to be Changed in McNairy County and Selmer TN.

Motion by Lloyd Tennyson and seconded by Paul Simpson to approve a resolution to
submit a CDBG grant application. All five voted yes. Motion carried.
Motion by Paul Simpson and seconded by John Finlayson to approve a resolution to hire
an Engineer for the CDBG grant . All five voted yes. Motion carried.
Motion by Paul Simpson and seconded by Edward Smith to approve a resolution to hire
an administrator for the CDBG grant. All five voted yes. Motion carried.
Mayor Robinson proposed that the offer of $30,000 from the Gooch family to sell the
old Dixie property be accepted.
Motion by Paul Simpson to counter offer $24,000 to the Gooch family for the old
Dixie property. Motion seconded by John Smith.

substituting instead the following sections to continue The Town of Selmer,
Tennessee, as a body politic and corporate by the name and style of Selmer,
Tennessee, and to constitute this Act as its complete Charter.
TOWN TO HAVE PERPETUAL SUCCESSION.

Advisory Board for Parks and Recreation was created Jan 10,2006.Why have no Procedures or Ordiances been created for 12 years??? AS Mayor Robinson stated Selmer has no procedure for naming parks,streets,memorials. Why????

No one has been killed due to lack of leadership responsibility for naming parks,streets,memorials. What the lack of reasonability has done is allow the Good Ole Boy system to operate for selfness individualists or who have been elected to protect the best interest of the community. I believe the citizens are the best judges for the community.Thats why we have procedures and Ordiances.

Aug 10.2010 Selmer City Meeting

Dr. Shawn Pitts presented documentation relating to the origin of the Mobile and Ohio
Railroad in Southwestern Tennessee and its link between Union and Confederates troops
and artillery during the Civil War. Dr. Pitts asked that the board approve an expenditure
of $1,100 for a Civil War plaque marker at the railroad and $200 for an annual
maintenance fee necessary for placing Selmer’s link on the trail and for the exposure in
the colorful tourism brochure. The decision was made that this issue would be postponed
until next month, and the meeting moved into other business at hand. (This passed later in meeting.

Why is Selmer citizens paying for this???

..I think $30.000.00 plus what was spent for cleanup plus a Park Grant being applied for. The board gave no amount for the Grant or anything.. Tks for the question Norm

Bulldog the next time you are told by a elected official in Selmer or McNairy County the reason we don't do it,because it would cost too much. Ask them how long we been paying for the Justice Complex (jail) and is it payed for yet?

Sep 14 2010 Selmer City Meeeting
Motion by John Smith to approve using the Park & Recreation account as a clearing
account for the upcoming $15,000 Tennessee Downtown Grant. Motion seconded by
John Finlayson. All five voted yes. Motion carried.
Recreation Director Sybil Dancer reported that the plans included purchasing twelve
benches with ends displaying musical symbols and or instruments constructed by local
metal designers to help promote the Rockabilly Festival. Plans also include the purchase
of banners to place on the lampposts along Court Ave for promoting special events. Any
unused funds remaining will be for promoting the farmers market.

What does this grant cost the citizens of Selmer? Is it a matching grant ot what?

Feb 25.20012. Selmer City Mayor David Robinson is showing no respect for newly elected Selmer City Alderman Chris Tull. Mr. Tull was elected last city election. Mr. Tull was the top vote receipt of the candidates. Why has Mayor Robinson not posted a revised picture of Selmer Mayor and Board of Alderman. www.townofselmer.com, Tennyson was voted out. Its time to out his picture as a elected Selmer Alderman. Mr. Mayor Robinson please show some respect for Selmer City Alderman Chris Tull.

Jan 10 2012 Selmer City Board meeting, Norman Sheffield asked Mayor David Robinson what were the procedures or city ordinances for naming parks streets buildings in the city of selmer as it appeared to me people ( Selmer Alderman, Paul Simpson) were just naming things in a cloak of secrecy. Mayor Robinson replied there are no ordinances or procedures. In essence,one is proposed,voted on,that is how it happens. (January 18,2012 Independent Appeal) as Mayor Robinson statement was omitted from Jan 10 2012 Selmer City meeting minutes.
March 13 2012 Selmer City Meeting Park Recreation Director Sybil Dancer states that the Parks Recreation Advisory Board has by/laws for naming parks,streets,buildings.When were these By/Laws passed by Selmer City Board? Why are these by/laws not posted with Boards and Commissions as created by Selmer City Charter. Boards and Commissions was created OCT. 2002 by Selmer Ordinance # 495 .

Selmer Mayor David Robinson tosses Park/Recreation Director under the bus at Mar. 13 2012 City Board Meeting. When Mayor Robinson was asked why had the board not created ordinances for Parks Recreation Advisory Board,or was it just over looked. Mayor Robinson ask Parks Director Sybil Dance. Ms.Dance stated yes she had by/laws and had to keep records. When Ms.Dancer was asked about placing a notice in the local paper for a meeting and input about DixiePark. Ms.Dancer spoke what she had done until Alderman Simpson stated, The Board did DixiePark. Mayor Robinson announces after slamming the gravel this meeting is adjoined. It is a heck of a time when a citizen cannot orderly address the City Board. Remember in Jan. 2012 city meeting Mayor Robinson announced there are no procedures or ordinances.

Thank you for your question at April 10 Selmer City Meeting,you stated you have not seen a list of names that are in favor or for renaming Railroad Street in Selmer after Col.Fielding Hurst of the Union Army. Jeff i have attended say the last twelve city meetings it has been made clear there are no City Ordnances or Procedures for naming Streets,Parks,Buildings. therefore no list of names are required. Jeff why are you holding me to a double standard ?
Jeff that is exactly my intent for the city to adopt Ordnance and Procedures for naming Parks,Streets,Building within a public forum where the public does have input for the advancement of their community and city. How many times have you heard this was done under a Cloak of Secrecy??? Now is time for the secrecy the picking and choosing to end. Norman, don't confuse the issue. I never ask about a street naming, I ask you about your proposed namining of Selmer City Hall building to Barry Hodges building. I never said anything about the renaming of a street. State the facts and do not use smoke and mirrors to bolster your view. And Please, for Gods sake, don't mail me any more letters, I have neither the time or inclination to read things that frankly, make you look unstable.

Jeff your question was concerning the list of names. Jeff don't be confused where it is the name of a Building,Street,or Park, choose any of the three,neither require a list of names as a petition,resolution,or request. Jeff the city of Selmer has no procedures,rules,or ordnances for either request. Any person at any City meeting may address the board for those reasons as for any other, simply as asking for a donation to any organization. At that meeting i did yield time to you to present your question. You Declined. As stated you may search www.cityofselmer.com Municipal Codes/Policies,Selmer City Charter,Boards/Commissions Etc,Section 14 Selmer City Charter. Jeff is it my understanding that you do not want the citizens of Selmer to have any or no input in the naming of Buildings,Streets,Or Parks as the citizens of Selmer do repay the Loans and Grants? Jeff it is very narrow thinking that the City of Selmer should be controlled only by a Mayor and Board of Alderman.Jeff seriously do we want to discuss what makes people appear to be unstable? Do not blow smoke in front of mirrors at me,,Mirrors reflect. BTW, Jeff surveys says that letters sent and received in the mail have a 85% reply rate. Tks for the reply.

Norman Sheffield approached the Board requesting that Railroad Street be renamed Col. Fielding Hurst Drive and that the Selmer City Hall be renamed in memory of Barry Hodge, who was killed in an arrest attempt by Selmer Police several years ago. Sheffield also requested that the City make a donation to the VFW and American Legion in honor of former city judge Bill Webb.
Board members advised Sheffield they would consider the donation in honor of Judge Webb, but not the other requests. They asked that the treasurer of the VFW or American Legion attend the next meeting to discuss what the money might be used for.

Police in Selmer, Tennessee break down the door to the home of Barry and Sheila Hodge. They were on a no-knock drug raid looking for marijuana.

According to a $25 million lawsuit filed by Mrs. Hodge in 1998, police never announced themselves before forcing entry and shooting Mr. Hodge in the arm and chest, killing him. Mrs. Hodge claims she was thrown on the floor and handcuffed, and the Hodge's daughter was locked in her bedroom.

Press accounts do not indicate if marijuana was found in the home.

THE SELMER PARK AND RECREATION WILL BE HOLDING A PUBLIC MEETING AT THE SELMER COMMUNITY CENTER ON MONDAY MAY 21, 2012 AT 6PM. THIS MEETING WILL BE TO DISCUSS THE DIXIE PARK AND THE DEPARTMENT APPLYING FOR AN LPRF GRANT. EVERYONE IS INVITED TO COME AND BE A PART OF THIS MEETING.

Dr. Shawn Pitts introduced the new managing director for Arts in McNairy, Ms. Paige
Holmes. Dr. Pitts was very complimentary of Mrs. Holmes work and the recognition
received on the Selmer’s murals. He announced that three murals were on the
International Registry and that two of them were the ones done by Brain Tull in
downtown Selmer. Dr. Pitts asked the board for an expenditure of $4,000 to finish
paying for some of the cost incurred and needs for the association. Aldermen Paul
Simpson stated that he too was proud of the accomplishments but felt that the Arts in
McNairy must stand on its own and not be asking the Board for support. He further stated
that Selmer needed jobs more than more art. John Finlayson stated that he felt the arts
very much helped to bring tourism into the town and was important.
Motion by Chis Tull to give $4,000 to the Arts in McNairy as requested. Motion
seconded by John Finlayson.
Paul Simpson moved to amend the expenditure to $2,000 and the motion failed for lack
of a second.
Roll call on motion: John Finlayson---yes, Paul Simpson—No, Edward Smith—yes,
John Smith---yes, Chris Tull---yes. Motion carried.

I have to stand with Mr.Simpson on the above post and motion. City of Selmer taxpayers through Selmer Board have gave enough to AIM. I agree AIM should stand on its own. JOBS,JOBS are what is needed in Selmer,than people may purchase a ticket to Hello Dolly,or BYE BYE BIRDIE.
